The master’s thesis examines the existing routine maintenance system of state roads in the Republic of Slovenia, with a focus on a comparative analysis of the previous and the current concession. The aim of the thesis is to analyse the most frequently performed maintenance works on state roads and to determine the routine maintenance costs per kilometre of road for individual types of works, enabling comparability and objective evaluation of maintenance costs. The analysis is based on price lists from both concession periods and on data obtained from the routine road maintenance sector. Particular attention is given to identifying price increases of individual maintenance items and their impact on overall maintenance costs. Based on the calculations and comparisons, key differences between the two concession periods were identified, and the main factors affecting the cost efficiency of the system were highlighted. In the final part of the thesis, proposals for the optimisation of the routine maintenance system of state roads are presented, focusing on improving the organisation of maintenance works, more efficient use of financial resources, and greater cost transparency. The proposed measures contribute to improving maintenance quality and ensuring the longterm sustainability of the routine maintenance system of state roads.
