The article deals with some actual aspects of pre-existent changes in the health care and health insurance system. It differentiates between a "reform" and "renovation". The basis of renovation is in the solution of discordance between the need for health protection and financial possibilities of their satisfaction. The problem can be solved with building a corresponding, professionally grounded and socially acceptable relationship between the shares of financial resources against public and personal account. A proper proportion is possible/needed to achieve only by re-defining the rights from health insurance and at the same time in a new modelling of the health insurance system. The system renovation has to build relations of social justice in larger extent, increase the role of solidarity and to differentiate obligations in assuring financial resources in relation to the financial state of an individual. A reasonably and universally defined privatisation in health insurance and also at the executors of health service is one of the key factors of successful renovation.
