Due to the introduction of participation democracy into the party-parliamentary system, the Aarhuska convention represents an important challenge for political science. Offećs theses on capitalist state or public authority are the conceptual framework in the article to show that the entry of public into political arenas is a condition for public authority to disengage from the vice of pressure of the private capital interested in investments in profitable, but for the environment, nature and people harmful or risk activities. For this reason, systemic terms for decision-making that will suit the requirements for legitimacy have to be established. Without this, the group in power cannot rely upon support of the electoral body, at least of the part at that is ecologically conscious.
