This research project studies the quantity, ownership structure and reasons for the incomplete utilization of forest wood potencials at the state, forest region and forest district level. While in state forests the prescribed allowable cut is almost fully achieved, only about 60% of the allowable cut inprivate forests is exploited and is expected to fall under 50% in the next decade. The main reasons for this situation are the owners decreased needs forwood, their passive comprehension of forests as a reserve, their inability for forest work, low wood prices, long transport distances and bad accessibility. The main causes derive from the changing of the rural communityand traditional values and methods. Many problems can be overcome with the co-operation of state district foresters and the organizing of private forest owners.
