This master’s thesis addresses the planning of spatial measures to mitigate the negative effects of heat islands. The purpose of the thesis was to examine the process of identifying heat islands, making decisions, and planning measures, as well as to identify where key shortcomings lie. The research is based on a review of domestic and international professional and scientific literature, legislation, strategic documents, and reference projects. We used a descriptive method, comparative analysis of sources, and content analysis. In the applied part, we analyzed a selected area in Ljubljana, spatial documentation, available spatial and temperature data, and the on-site conditions. Based on this, we identified potential mitigation measures and qualitatively evaluated them in terms of their expected impact and the technical, financial, legal, ownership, and copyright complexities of their implementation. Two procedures were developed: a preliminary procedure for addressing the heat island effect as part of plan preparation at the technical basis level, and a procedure for planning mitigation measures at the implementation level. We found that the main problem is not a lack of knowledge about the measures, but rather the transition between the two levels. The process often stalls at the analysis and mapping stages, as the criteria for confirming the problem, the responsible entity, the timeframe, and the resources for moving forward are not clearly defined. The proposed improvements therefore emphasize the formal confirmation of the problem, the assignment of responsibilities, and the direct transfer of findings from the OPN’s technical basis into the project brief and project documentation.
