This thesis examines the official visits of Emilio Grazioli, civil commissioner and later high commissioner of the Province of Ljubljana, during the period from his appointment in April 1941 to the end of his term in June 1943, as reported by the Slovenec newspaper. The Slovenian legal press, which was integrated into the ocupier's censorship and propaganda system, regularly reported to the public on Grazioli's activities, and these articles significantly contributed to shaping the image of the new Italian authorities. The primary aim of this study is to create a comprehensive list of all of Grazioli's visits reported by Slovenec, and through an analysis of the most common propaganda techniques, ideological emphases, and conceptual contexts in the articles, to demonstrate how the newspaper presented them to Slovenians. By examining newspaper reporting, this thesis sheds light on the functioning of the Slovenian legal press within the Italian occupation's censorship and propaganda system, as well as the propaganda image of the new rulers that was constructed and reinforced through it.
