The master's thesis addresses change management in public administration in the context of digital transformation. The digitalization of the public administration represents an important modernization process that affects organizational structures, processes, and organizational culture. The aim of the research was to examine the factors influencing the successful implementation of digital solutions in public administration.
The research is based on a quantitative approach. Data were collected using a survey questionnaire conducted among employees in the public sector. The analysis focused on examining perceptions of digital transformation, change management, digital competencies, data security, and the involvement of employees and citizens in digitalization processes.
The results show that a clearly defined digital transformation strategy, adequate information infrastructure, and security systems play a key role in successful change management. Important factors also include the development of employees' digital competencies, a supportive organizational culture, and the active involvement of stakeholders. Key challenges include a lack of qualified personnel, financial constraints, and resistance to change.
The findings contribute to a deeper understanding of change management in public administration in the context of digital transformation. The results provide an important basis for public sector leaders and policymakers in developing effective digital strategies and improving change management practices. Their application can lead to greater organizational efficiency, higher quality of public services, and increased trust and engagement of citizens. A limitation of the study is the use of a survey method based on respondents’ subjective assessments; therefore, future research could be complemented with qualitative approaches.
