This bachelor's thesis examines safety requirements at construction sites with a special safety regime, with a focus on comparing the statutory safety requirements with the additional measures specified in the safety plan for the construction site of a pharmaceutical company's development center in Ljubljana. It presents the basic concepts of civil engineering, construction site organization, occupational safety and health, and the legislation governing safety at temporary and mobile construction sites. The central part of the thesis is the analysis of the safety plan for the construction of the development center, where construction activities are carried out within an active industrial environment. Based on a comparison with the applicable legislation, the thesis examines construction site organization, access control, worker training, protection of the working environment, and the work permit system. The analysis shows that, in addition to the statutory safety requirements, the analyzed safety plan includes a number of additional organizational and safety measures that contribute to more effective risk management and ensure a higher level of safety during construction activities at a construction site operating under a special safety regime.
