This thesis focuses on the system eGraditev as the central hub for submitting applications in the field of construction in Slovenia. Integrated into the national Spatial Information System, eGraditev serves as a single communication point for investors, designers, stakeholders, and administrative authorities. Its primary purpose is to simplify and standardize procedures that were until recently carried out in paper form. The research provides a detailed presentation of the system’s key functionalities: electronic submission of building permit applications, automated verification of the completeness of documentation, connection with public registries (land register, cadastre, eProstor), electronic signing of documents with qualified certificates, real-time notifications on the progress of the procedure, and electronic delivery of administrative decisions. A particular emphasis is placed on the system’s transparency, as applicants can continuously monitor the status of their application and the entire communication process with the competent authority. The thesis also includes a case study illustrating the process of obtaining a building permit in practice. The findings show that eGraditev significantly reduces administrative burdens, enhances traceability, minimizes the risk of errors, and contributes to greater legal certainty and a more consistent treatment of applications. Despite these advantages, several challenges remain, such as limited integration with BIM-models, technical requirements related to the preparation of documentation, and insufficient digital competences among users. The thesis concludes that eGraditev represents a key step in the digitalisation of construction procedures and an important contribution to a modern and sustainable public administration.
