The thesis deals with the economic aspects of inter-municipal cooperation in the municipality of Dobrepolje, focusing on the central problem of limited efficiency and financial rationality in the implementation of local government tasks. The purpose of the research is to examine whether cooperation between municipalities contributes to cost optimization, increased efficiency, and improved access to public services and to assess its impact on local economic development.
The research uses a combination of quantitative and qualitative approaches. The empirical part includes two surveys, one among employees of the Municipality of Dobrepolje and the Joint Municipal Administration Enotnost občin, and the other among the municipality's residents. The questionnaires were adapted to the target groups and cover the assessment of organization, financial savings, the effectiveness of task implementation, and the perceived impact of cooperation on service quality. The quantitative data were processed using descriptive statistics, while the qualitative elements provide an in-depth understanding of the factors of success.
The analysis showed that inter-municipal cooperation contributes to cost optimisation, more rational use of resources and more effective task implementation. The challenges identified include the uneven distribution of tasks, the need for better coordination and communication, and the need for clear criteria for evaluating performance. Residents positively assess the impact of cooperation on the quality of services, although they are not always aware of the scope and mechanisms of integration.
The results of the thesis have both practical and theoretical value. They provide a basis for further optimisation of cooperation, rational investment planning and sustainable management of tasks, while also contributing to the broader debate on the modernisation of local government and the improvement of public services.
