The thesis deals with the functioning of the Slovenian healthcare system at the primary level from the perspective of financing, organization and digital transformation of the healthcare system. It is based on increasing costs, administrative burdens and limited human resources. The purpose is to analyze the impact of digital solutions on the economic efficiency of healthcare services, relieving the burden on healthcare personnel, quality and accessibility of treatment, and to identify key factors for the successful introduction of digitalization.
The research is based on a combination of qualitative and quantitative methods. The theoretical part includes a description and compilation method and an analysis of literature, legislation, strategic documents and a secondary analysis of statistical data. The research part includes an empirical study with a questionnaire and a comparative analysis of the effects of digital solutions at the primary level of the healthcare system. The purpose of the work was achieved by a systematic analysis of the operation of digital solutions in practice and an assessment of their economic effects.
The findings show that digital solutions at the primary level contribute to greater transparency and safety of treatment, but their economic potential has not yet been fully exploited. The administrative burden on employees remains high, and organizational and human resources limitations reduce the effects of digitalization on cost-effectiveness and accessibility of services.
The thesis has a useful value for public health practice, as it enables a better understanding of the effects of digital solutions at the primary level. The results support decision-makers and health center management in more rational management of human and financial resources, reducing administrative burdens, improving work organization, and planning further investments in the digital transformation of the health system.
