Climate change and the urgent need to decarbonize various sectors are leading to the abandonment of coal use, which poses a major challenge for coal-mining regions. In such monocultural environments, coal is not only a source of energy but also a key economic, social, urban, and identity foundation of the area. The Šaleška Valley is one such area, marked by more than 150 years of intensive industrialization and coal mining. In 2022, the Government of the Republic of Slovenia decided to phase out coal by 2033, but without a clearly defined development vision. The closure of the Šoštanj Thermal Power Plant and the Velenje Coal Mine poses a major challenge: the loss of thousands of jobs, the degradation of the area, and the loss of a significant part of the national electricity production and local heating system.
The aim of the task is to find comprehensive solutions at the energy, social, and spatial levels. The key starting point is to recognize what already exists—the industrial landscape, knowledge, identity, and the beginnings of entrepreneurship—as the main potential for future development. The project proposes upgrading the existing state of the thermal power plant and coal mine areas and gradually transforming them. This task treats the territory as a “park” — a space where productive, working, and public activities intertwine, enabling the diversified further development of industry while establishing a connecting line between the towns of Šoštanj and Velenje. The territory is not designed as a one-off solution but as a flexible system that will be implemented in phases through four development stages over a period of forty years. The strategy is based on a set of smaller interventions and strategic openness, resulting in the coexistence of seemingly incompatible activities. The project offers a model of revitalization that prevents the repetition of the mistakes of a monocultural economy and thus not only addresses the consequences of the abandonment of coal mining, but also establishes the conditions for the long-term development of the area
