This master’s thesis provides an urban vulnerability study of Dolenjske Toplice from 2009 to the present. The main purpose of the research is to assess the consistency between the municipal spatial plan, the environmental report, and the actual state of the settlement, while evaluating the impacts of planned and implemented spatial measures. The thesis applies analyses of morphology, land use, transport infrastructure, green areas, cultural heritage, and economic activities, with a particular focus on tourism as the municipality’s central development sector. The results indicate that the municipality largely follows the outlined guidelines for sustainable development, yet challenges remain regarding transport infrastructure, the renewal of degraded areas, and the balance between tourism and residential needs. The study contributes to a deeper understanding of the spatial development of the settlement and provides concrete proposals for improvements to the municipal spatial plan, based on principles of sustainability and a long-term vision of high-quality living.
