This study addresses the growth of cyber threats and the shortage of cybersecurity skills. It positions the cyber range as a practical option for training and cyber capability testing. Building on a review of existing solutions and architectures, a modular cyber range is designed and implemented on on-premise infrastructure with predominantly open-source technologies. The result is a scalable and secure testbed for cybersecurity research and education, providing centralized access, network segmentation, and repeatable scenarios. Effectiveness and utility are assessed through performance measurements and evaluations in educational and research contexts. Findings confirm feasibility and scalability and indicate future work in automation, scenario orchestration, and integration with learning systems.
