The master's thesis explores the legal challenges of employment in a public healthcare institution, with a focus on job requirements. Employment in the public healthcare sector is particularly complex due to numerous binding legal provisions and directives issued by competent authorities, and is further complicated by labor market conditions, a shortage of healthcare personnel, and general dissatisfaction among public sector employees.
The thesis examines the legal framework for employment in public healthcare institutions and its shortcomings, job requirements and the consequences of violating them, as well as selected challenges related to employment requirements faced by the University Medical Centre Ljubljana. The purpose of the thesis is to highlight key legal issues encountered by employers in the public healthcare sector when recruiting suitable staff, thereby contributing to a better understanding of the legal framework and supporting the development of systemic improvements.
