Civil protection plays a key role in protecting the population from natural and other disasters, as it includes measures aimed at ensuring safety and preparedness for crisis situations. Its timely response to the disaster, alongside the effective coordination of other stakeholders, is crucial for an effective disaster management. This thesis first introduces the basic concepts of crisis management, Slovenian legislation regulating protection against natural and other disasters, and the organization of the Slovenian civil protection system. The study then focuses on the response and coordination of the civil protection during the catastrophic floods of August 2023 in Slovenia. Using the analysis of the set indicators: speed of response, effectiveness of response, coordination of the actions of the stakeholders involved, and the quality of adopted flood
management plans, the author assessed the effectiveness of the civil protection system in responding to the floods and concluded that the civil protection quickly responded to the
occurrence of the disaster and successfully carried out numerous interventions, with an important role played by its organization, timely activation and pursuit of protection and rescue plans during floods, and close cooperation with local communities and state authorities. The author also identified the system’s shortcomings and, based on the identified challenges, proposed improvements for managing future floods.
