The purpose of this thesis is to analyze the economic efficiency and effectiveness of the Slovenian police, which operates within the Ministry of the Interior, in the period between 2020 and 2023. The research seeks to determine how effectively the police manage their financial resources and how successfully they achieve their goals.
The thesis contains a theoretical and empirical part, with the empirical part including a case study of the police as an organ of the Ministry of the Interior. Based on the literature, the concepts of efficiency, effectiveness and measurement indicators are presented. The thesis analyzes the operations of the police for the period 2020–2023, using various indicators and addressing the issues of achieving the goals of an organization such as the Slovenian police.
Various methods were used to achieve this goal, including economic analysis, horizontal and vertical analysis of statements. These methods allow for a comprehensive assessment of business efficiency. When assessing the effectiveness of the police, we found, based on the literature, that the Slovenian police does not have an established performance evaluation system that would be suitable for this organization. Therefore, we focused only on the analysis of one of the areas of police work, namely traffic safety and the achievement of goals in this area.
The results of the research showed that the police were effective in managing financial resources in the period 2020-2023. However, in the area of traffic safety, they did not achieve the set goals in the period under study. Areas where improvements are needed were also identified. The findings of the research are intended for the general public and the organization itself to improve its operations. The research could be upgraded by comparing it with police activities in other countries and methods for determining their efficiency and effectiveness.
