In this thesis, the development of activities in the general economic interest was examined.
Firstly, the concepts of activities or services of general interest were defined. This was followed
by a description of the extent of public services that are indispensable in all social and economic
organisations, as they ensure consistent and smooth execution of general activities.
Subsequently, attention was focused on the evolution of public services, ranging from the first
primitive types of administrative apparatus to increasingly sophisticated structures in ancient
Rome and medieval times. Particular types of such services and their aims were also explained.
The main part of the thesis focuses on public service in EU law and its transformation during
the increasingly close integration of European nations. With the adoption of the new package
of directives, particularly Directive 2014/23/EU, significant changes have occurred in the
uniform standards at the European Union level and have finally organised the sphere of
concession granting. In conclusion, the regulation of public services in the Republic of Slovenia
was highlighted. The adoption of the new package of directives, particularly Directive
2014/23/EU, has led to a major unification of standards across the European Union. Finally, I
also highlighted the new legal regulation of public services in the Republic of Slovenia. In this
context, I placed the greatest emphasis on the proposal for a new regulation of economic
activities of general interest.
