The main purpose of our work is an in-depth analysis of rugby, which is a less developed and less recognisable sport in Slovenia. The aim of the research was to present the possibilities of the strategic development of Slovenian rugby until the year 2028. The master's thesis is of a monographic type, but elements of qualitative methodology have been added - the interview method and SWOT analysis, which we divided into an analysis of the external environment (practice of more developed countries) and an analysis of the internal environment, or a detailed analysis of the Rugby Federation of Slovenia. The interviews are semi-structured. They were conducted with five individuals with at least five years of experience in rugby. Based on the collected results the literature discussed and the practice of foreign developed countries, we conducted an in-depth analysis as a basis for strategic planning. The results show that the limitations of development are mainly in the coaching and refereeing professional staff, poor results at both the national team and club level, low mass participation, inadequate infrastructure, poor management of clubs and the federation.
Based on the results of the analysis, we further defined the strategic goals of rugby in Slovenia: to increase the number of professionally trained personnel, raise the level of training, increase the number of rugby clubs in Slovenia, increase the number of new registrations, maintain the existence of the Slovenian rugby national team, ensure a sufficient number of Slovenian rugby sevens tournaments for all categories and create rugby teams with flags. Based on the selected goals, we defined strategic development goals in seven areas: development of rugby and the rugby sevens national team, selection of younger amateur categories, rugby in schools, university rugby, recreational rugby and promotion and marketing. To make work easier and more efficient, we have envisaged strategic business units within the Slovenian Rugby Federation (professional personnel, organization and management; children's and youth rugby; rugby sevens department). We have also defined an action plan. The practical aspect of the research is the definition of strategic development as a basis for a more ambitious future of Slovenian rugby.
