Today, there are more standardized methods for measuring the degree of e-government
development progress. The developed methodologies have not defined a common formal
framework for designing indicators to remain relevant and practical over a longer period of time.
The paper starts from the methodology of monitoring the availability of basic services and their
level of sophistication, established within the European Commission.
The annual measurement of the development of eGovernment in the Republic of Serbia,
according to the standardized methodology defined in the Guidelines for the development of
public administration web pages, adopted in 2011 by the Government, includes the analysis of
the web content, quality and type of information provided, as well as the level of availability of
electronic services on the national eGovernment Portal and the website of the Authority. The
analysis enables public authorities to compare themselves with other bodies and identify the
reasons behind their possible lag. The assessment methodology is described in the Criteria for
assessing web sites and contains 10 areas that are evaluated: content, public administration
services, language and letter, graphic solution, navigation, usability and availability,
accessibility, security, domain name and website maintenance. Criteria are made according to
document standards, which is a methodological framework for collecting relevant site
compliance data with the Guidelines. The basic value of this analysis is that the complete picture
of the displayed results and show progress in the implementation of the eGovernment
development process.
This paper, Standards of Measurement of the Development Process of e-Government in the
Republic of Serbia, does not only outline the theoretical aspect, but the standardized
methodology applied by the public administration bodies, and represents a contribution in order
to examine the state of the e-government development process in the Republic of Serbia by
introducing the obligation to own a website And prescribing a minimum set of services and
standards, as well as sanctions for its non-possession.
