The purpose of modern and well-maintained infrastructure for the operation and development of the post-information society is often overlooked. Despite the importance of human resources and social cohesion, a real material basis is always needed. Only this increases at the expense of planning, construction and maintenance of various forms of infrastructure with the majority of work in the field of construction.
Nowadays, there are too many regulations in force in the legal system, for which one would wonder if their presence is even necessary. Unfortunately, the Slovenian legal system is too extensive, which has resulted in the creation of the so-called administrative obstacles, which are a thorn for any participant in the procedure. Obstacles are the reason for the ineffective functioning of the state, which prolongs the procedures for issuing a building permit and correspondingly increases ill will.
In recent years, there has been a desire for faster accessibility and transparency, which has led to the desire to introduce an information system. The informatization of procedures has brought with it the enactment of new laws, as well as misunderstanding of individual provisions due to poorly understood regulations, which means incorrect interpretation of law.
The master's thesis is of key importance for the construction field, as it points to the most common problems, which are the excessive complexity of the adopted regulations and the number of them, the poor quality of the administrative procedure and its long duration. The work thus presents dilemmas within the integral process of issuing a building permit and solutions that could be the key to faster resolution of administrative matters and thereby protecting the public interest and respecting the interests of the clients. Also, with the answers to the research questions, it is possible to identify the goals of the integral procedure, which are based to a greater extent on the faster issuance of the permit, the reduction of the necessary documentation and the relief of officials..
