Being a public welfare institution, the Centre for Social Work provides social security for the population. If, despite certain measures of effort, an individual fails to provide his social security, he is under established legal conditions allowed to apply for cash social assistance or a variety of other social support forms; the latter are the main focus of this thesis.
The objective of the thesis is to get acquainted with the administrative procedure for claiming the right to cash social assistance and exceptional cash social assistance; I also gave my attention to the level of precision in defining the criteria under which we determine the obligation of subsistence of legal age children in the event that their parents claim the right to cash social assistance. One of my goals is to contribute to and enhance the process of laying claim to cash social assistance and exceptional cash social assistance entitlements.
In order to familiarise myself with the official procedure of granting rights under the authority of social work centres existing legislation, professional literature on the subject matter were examined. Both research question and hypothesis answers were a result of obtaining opinions and general information on the process in practice during an interview with two professionals in two social work centre units. Aim was to establish whether social workers believe that an easier way to acquire proof of eligibility for cash social assistance (regular or emergency) is required. For concrete examples I turned to case law.
Through the empirical data portion of the thesis I concluded that Centres for Social Work should strive to develop a uniform practice with detailed principles based on professional guidelines. In all cases where the right to discretion comes to light, team effort decisions is required. For that to work, a special committee is to be formed, which would focus on carrying out arbitrary checks at certain intervals on the granting of emergency cash social assistance. All orders should be well supported while also allowing inspections in the field.
