Evalvacija programa za spodbujanje zaposlovanja ''Zaposli me'' : diplomsko delo

Diplomsko delo raziskuje področje evropske kohezijske politike, evropskih strukturnih skladov in Evropskega socialnega sklada, vključno z Aktivno politiko zaposlovanja in njunih programov. Za potrebe evalvacije programov z vidika uspešnosti in učinkovitosti smo oblikovali evalvacijski model in izdelali evalvacijo programa za spodbujanje zaposlovanja »Zaposli me« za obdobje 2009–2018. Opredelili smo strukturo vključenih brezposelnih oseb v program, ocenili njegovo uspešnost in učinkovitost. Raziskava je pokazala, da izvajalec programa ni dosegel zastavljenega cilja vključitve glede na načrt, uspešen pa se je izkazal pri vključevanju starejših od 50 let. Pri analizi uspešnosti programa pri ohranjanju delovnega razmerja vključenih oseb po prenehanju subvencioniranja ter vplivu teh zaposlitev na zmanjšanje brezposelnosti smo ugotovili, da je bil izvajalec zelo uspešen. Ugotovili smo, da obstaja pozitivna povezava (r = 0,694) med stanjem na trgu in uspešnostjo brezposelnih oseb, da ohranijo zaposlitev še 365 dni po vključitvi. Povezanost med spremenljivkama je bila statistično značilna (p = 0,038). Pri analizi učinkovitosti porabljenih finančnih sredstev smo ugotovili, da višina sredstev, namenjena programu, ni povezana z višino števila vključenih, pri ohranjanju zaposlitev pa je povezava s sredstvi ESS negativna (r = –0,693; p = 0,026). Program »Zaposli me« je bil za obravnavano obdobje v povprečju dražji od drugih programov spodbujanja zaposlovanja in v primerjavi z vsemi ukrepi APZ v obdobju 2009–2018. Potrdili smo zastavljeno prvo hipotezo, da je bil program »Zaposli me« za obdobje 2009–2018 uspešen pri ohranitvi delovnih mest po 12-mesečnem izteku subvencioniranja, drugo hipotezo pa smo zavrgli, saj program ni bil učinkovit glede na vanj vložena sredstva.

Naslov:Evaluation of the "Employ me" employment promotion program

The diploma thesis deals with the field of European cohesion policy and European Structural Funds, especially with the European Social Fund, including Active Labour Market Policy and their programs. For the needs of the evaluation of programs from the point of view of effectiveness and efficiency, of the employment promotion program "Employ Me" for the period 2009-2018, an evaluation model was created and an evaluation was done. The structure of the unemployed included in the program was defined and its effectiveness and efficiency was assessed. The research showed that the program provider did not achieve the set goal of inclusion according to the plan, but it proved to be successful in the inclusion of people over 50 years of age. In the analysis of the effectiveness of the program in maintaining the employment of the persons involved after the end of the subsidy and the impact of these employments on the reduction of unemployment, it was found that the provider was very successful. It was found that there exists a positive relationship (r = 0.694) between the labour market situation and the effectiveness of the unemployed to maintain employment for 365 days after inclusion. The relationship between the variables was statistically significant (p = 0.038). The analysis of the efficiency of the spent financial resources showed that the amount of funds intended for the program is not related to the number of those included in the program, while the relationship between ESS funds and maintaining employment is negative (r = –0.693; p = 0.026). The "Employ Me" program was on average more expensive than other employment promotion programs for the period under review and compared to all ALMP measures in the period 2009-2018. The study confirmed the first hypothesis that the "Employ Me" program for the period 2009-2018 was successful in maintaining jobs after the end of the 12 months period of subsidy, while it rejected the second hypothesis as the program was not effective in terms of the funds invested in it.
