The thesis has focused on public orders of services, in particular of services in connection with public transportation of primary school children. The purpose of the diploma thesis has been to analyse public orders of the Municipality Naklo and Municipality Mislinja. Both public orders have been divided into three parts. The first part with the Municipality Naklo is connected with the Primary School Naklo, the second part combines the Primary School Naklo and the Subsidiary School Podbrezje, and the third part is connected with the Primary School Helena Puhar. With the Municipality Mislinja, the first part is connected with the Primary School Mislinja and the Primary School Dolič, the second part is connected with the Subsidiary Primary School Dolič and the Primary School Slovenj Gradec, and the last part to the Primary School Mislinja. I wanted to find out what the difference in public orders of both chosen municipalities, therefore the Municipality Naklo and the Municipality Mislinja, where the mentioned primary schools are located, is.
I have mostly used the descriptive method in the diploma thesis and the statistic method as well and discovered, based on the collecting and processing of the data, accessible at the portal of public orders, that the tender documentation is professionally prepared.
The findings show that the choice of the best tenderer is strongly affected by a well-prepared tender documentation. The measure for the most favourable offer has mostly been the lowest price. Besides the lowest price, the subscriber is the one who takes care for the choice of the best and quality tenderer with a well prepared tender documentation and precise specifications for the order.
