The registration in the records of the Employment Service of Slovenia enables clients to obtain a certain right. There are several records, but in this diploma thesis I focus more on register of unemployed people and in the register of job-seekers, since these are most often used by clients. In the register of unemployed people clients are applying for the assistance of the Institute in seeking new employment, employment through subsidies, and for the purpose of obtaining social rights, including the right to benefit from monetary compensation for unemployment. In case a client does not have these rights, they can use the right for financial social support at the Center for Social Work on the basis of the registration in the register of unemployed people.
The enrollment procedure in the relevant records is defined as an administrative procedure, since the relationship between applicants and the Employment Service as an administrative body is to deal with private and public benefits. Therefore, in these procedures, the Market Regulatory Act is applied and subordinated to that the General Administrative Procedure Act, as presented in this thesis. I particularly analyzed process aspects such as, for example, deadlines for registration and decision-making. All these rules are designed to ensure that jobseekers whose employment is at risk remain in contact with the labor market and try to return to the working environment as soon as possible. In case of not meeting the requirements for registration in the records of the Institute, a decision shall be issued to the person with the option of legal protection, complaint. The application and the establishment of the conditions for registering in the register is quite simple, as the Institute as an institution has a very well developed network of data exchange with other institutions, so I reject the assumption that this procedure is too bureaucratic.
