Research activity and its development are an important factor for creating research policies in Slovenia and abroad. Increased investment in research activities also positively affects both economic and political development. The analysis of the research activities is anything but simple. When analyzing the performance of the research activity it is necessary to consider several factors, such as incoming funds, which are crucial, as well as scientists and researchers, universities, institutes and other research organizations, along with their results. Lately, an increased number of bibliometrics analyses have been carried out, showing how well individual researchers and also the institutes, conducting research activities, have performed.
The purpose of the master's thesis is to analyze the performance of researchers with a more detailed comparison between the researchers of public research institutes and public higher education institutions. The research was focused on natural science. Depending on the different parameters of performance measurement the goal of the master's thesis is to determine the position of researchers employed in public higher education institutions in comparison to researchers employed by public research institutions. In the master's thesis we compared the data gathered by the SICRIS database in two ways. On the one hand we had the data calculated according to the number of people, and on the other hand we had the data converted to the full-time equivalent only for research work.
We found out that the researchers employed in public higher education institutions are in an unequal position compared to the scientists working in public research institutes. The data collected along with the results will assist in preparing a more equal evaluation system for researchers, regardless of where they perform their activities.
