ANALIZA FINANCIRANJA IZBRANE OBČINE

Raziskovalni namen diplomskega dela je področje javnih financ, natančneje financiranje in delovanje občin. Občine naj bi bile finančno samostojne in neodvisne, a vendar se v praksi vedno bolj kaže, da to ni res. Zato sem raziskal področje financiranja občin v Sloveniji in natančneje občino Rogatec. Začetek diplomskega dela sem predvsem posvetil predstavitvi samoupravni lokalni skupnosti ter občini kot temeljni enoti samoupravne lokalne skupnosti. V nadaljevanju sem se lotil prezentacije teoretičnega dela financiranja in delovanja občin. V zadnjem delu diplomske naloge sem predstavil občino Rogatec, njeno področje financiranja ter primerjavo s sosednjo občino Rogaška Slatina. Pri pisanju diplomskega dela sem si pomagal predvsem z metodologijo dela, ki je temeljila na študiju strokovne literature s področja financiranja in delovanja občin. Z metodo kompilacije sem prevzel spoznanja, stališča in sklepe avtorjev. Proučil sem veljavne pravne podlage, baze podatkov in literaturo o financiranju občin v Sloveniji. Uporabil sem metodo primerjalne analize proračunov ter podatke prevzel in interpretiral. Na podlagi analiz in primerjave sem ugotovil, da je občina Rogatec finančno še vedno odvisna od države. V bistvu je to breme za državo, saj naj bi novi Zakon o javnih financah (ZFO-1) bil ustvarjen prav v ta namen, da se zagotovi večja neodvisnost in samostojnost občin. Podatke sem črpal iz strokovne literature domačih in tujih avtorjev, strokovnih člankov ter iz medmrežja.

• Title: ANALYSIS OF THE FINANCING OF THE SELECTED MUNICIPALITY

Abstract

The research goal of this thesis is the field of public finance, more specifically the financing and functioning of a municipality. Municipalities are supposed to be financially independent. In practice, however, it is increasingly more evident that this is not the case. For this purpose, I researched the field of municipal financing in Slovenia and, more specifically, the municipality of Rogatec. In the first part of my thesis, I focused on presenting the self-governing local community and the municipality as the cornerstone of the self-governing local community. In continuation, I presented the theory of both financing and functioning of the municipality. In the last part of the thesis, I presented the municipality of Rogatec, its field of financing and comparison with the neighboring municipality of Rogaška Slatina. While writing the thesis, I relied mostly on methodological work based on studying relevant literature on financing and functioning of municipalities. With the compilation methods, I took over the findings, positions, and conclusions of different authors. I studied the valid legal bases, databases, and literature on the subject of municipal funding in Slovenia. I used the comparative analysis method of budgets and took over data and interpreted. Based on the analyses and the comparison, I found out that the municipality of Rogatec is still financially dependent on the state. In essence, this is a burden for the state, as the new law on public finance (ZFO-1) was intended to ensure a more extensive independence of municipalities. Data was acquired from professional literature of domestic and foreign authors, professional articles, and from the internet.
