The research goal of this thesis is the field of public finance, more specifically the financing and functioning of a municipality. Municipalities are supposed to be financially independent. In practice, however, it is increasingly more evident that this is not the case. For this purpose, I researched the field of municipal financing in Slovenia and, more specifically, the municipality of Rogatec.
In the first part of my thesis, I focused on presenting the self-governing local community and the municipality as the cornerstone of the self-governing local community. In continuation, I presented the theory of both financing and functioning of the municipality. In the last part of the thesis, I presented the municipality of Rogatec, its field of financing and comparison with the neighboring municipality of Rogaška Slatina.
While writing the thesis, I relied mostly on methodological work based on studying relevant literature on financing and functioning of municipalities. With the compilation methods, I took over the findings, positions, and conclusions of different authors. I studied the valid legal bases, databases, and literature on the subject of municipal funding in Slovenia. I used the comparative analysis method of budgets and took over data and interpreted.
Based on the analyses and the comparison, I found out that the municipality of Rogatec is still financially dependent on the state. In essence, this is a burden for the state, as the new law on public finance (ZFO-1) was intended to ensure a more extensive independence of municipalities.
