The importance of the recognition of human rights is a step forward in the current development of human society, which unfortunately is not always socially positive when it comes to violations and non-compliance. Human rights violations in administrative matters in this section focus on internal administrative, property legal matters and taxes in the jurisdiction of Ombudsman. The main findings of the analysis of the Ombudsman Annual Reports from the period 2013–2016 define the increase or decrease in violations in these areas, they represent and compare approaches at which intervention in their work and the way Ombudsman decision-making, and critically assess if the report shows that the Ombudsman in his work keeps the basic principles of the Code of Ethics. The addressing of the fundamental principles of the Code of Ethics of the Ombudsman and the presentation of the impact of the Ombudsman in the investigation into public administration adds to the importance of the thesis. Of all the discussed problematic subjects the ombudsman mostly receives complaints from the field of violations in administrative matters. The importance of the central role of human rights in internal and external policy emphasizes both the EU and the USA. International human rights law recognizes their rights and obligations, impartial judicial determination without internal discussions and external manipulation. The statistics of the European Court of Human Rights on the general problem of human rights violations in all areas, not only in administrative matters, puts Slovenia at the very top of the list of violent states according to the number of the population.
