Abstract
Učinkovitost javne uprave postaja vedno bolj pomembna, saj državljani pričakujejo prijazne storitve, gospodarstvo pa potrebuje primerno podporo v njenih institucijah. Za doseganje tovrstnih ciljev je ključna motivacija, ki je močan dejavnik vpliva na vsako dejavnost javnega uslužbenca. Magistrsko delo je podrobneje osredotočeno na delovno motivacijo zaposlenih v občinski upravi Mestne občine Velenje, njen raziskovalni namen pa je ugotavljanje stanja na področju motiviranosti zaposlenih v obravnavani občinski upravi. Rezultati so podani na podlagi proučevanja strokovne literature in izvedbe lastne raziskave, ki je opravljena s pomočjo anketnega vprašalnika. Z rezultati želim prispevati k učinkovitejšemu delovanju občinske uprave, in sicer z navedbo konkretnih predlogov. Temeljni cilj dela je raziskava z definiranjem dejavnikov, ki bistveno vplivajo na motiviranost in delovanje zaposlenih. Izsledke želim povezati tudi z dognanji tujih avtorjev, ki so raziskave delovne motiviranosti zaposlenih v občinskih upravah opravljali v različnih državah. Motivacijski procesi zajemajo vse, kar spodbuja in usmerja naše vedenje za dosego zastavljenega cilja. Ljudje s približno enakimi sposobnostmi ne dosegajo enakih dosežkov, predvsem zaradi vpliva motivacije. Z raziskavo ugotavljam, da zaposlene v obravnavani občinski upravi motivirajo predvsem nematerialni motivacijski dejavniki, pri čemer je najpomembnejši dejavnik karierni razvoj. Mednarodno se motiviranost zaposlenih v obravnavanih občinskih upravah ne razlikuje veliko. Opaziti je, da v državah, kjer je slabo finančno stanje, zaposleni na prvo mesto postavljajo finančne dejavnike, v državah z višjim standardom pa so zaposleni spodbujeni predvsem z nematerialnimi dejavniki. K motiviranosti zaposlenih pomembno prispevajo tudi nadrejeni, ki s svojim delovanjem vplivajo na zaposlene in jih usmerjajo k realizaciji zastavljenega cilja.

Title:Work motivation research of employees in the municipal administration
Abstract:
The effectiveness of the public administration is becoming increasingly more important, because citizens expect friendly service and economy requires adequate support in its institutions. The key role to achieve such objectives is motivation, which represents a strong factor that affects every activity of a civil servant. Master's thesis is focused on work motivation of employees in the municipal administration Velenje. The main purpose of research is to identify the current situation of motivation among employees. The results are based on the scientific literature and conclusion of my own research, which was conducted by questionnaire. The purpose of making research is contribution to the efficient operation of the muncipal administration by stating the specific proposals. The main objective of the work represents the research by identifying the factors that significantly influence the motivation and performance of employees. The primary goal is also to connect findings with researches of foreign authors and to show that employees in different municipalities are motivated by different factors. The motivational process consists of everything that stimulates and directs our behaviour to achieve selected goals. People with approximately the same ability do not achieve the same performance, mainly due to the impact of motivation. The research is determing that employees of the minicipal administration Velenje are primary motivated by intangible motivational factors. They evaluated career development as most important motivation factor. Internationally, the motivation of the employees in the different municipal administrations doesn't vary significantly. It can be noticed that in the states where the financial economy is bad, employees are highly motivated by finances. Vice versa, in countries with higher standards and better economy, employees are largely motivated by intangible factors. Important contribution and key to the motivation are also the superiors, whose activities have big impact on employees and are directing them towards the realization of setted goals.
