The effectiveness of the public administration is becoming increasingly more important,
because citizens expect friendly service and economy requires adequate support in its
institutions. The key role to achieve such objectives is motivation, which represents a
strong factor that affects every activity of a civil servant.
Master's thesis is focused on work motivation of employees in the municipal
administration Velenje. The main purpose of research is to identify the current situation of
motivation among employees. The results are based on the scientific literature and
conclusion of my own research, which was conducted by questionnaire. The purpose of
making research is contribution to the efficient operation of the muncipal administration
by stating the specific proposals.
The main objective of the work represents the research by identifying the factors that
significantly influence the motivation and performance of employees. The primary goal is
also to connect findings with researches of foreign authors and to show that employees in
different municipalities are motivated by different factors.
The motivational process consists of everything that stimulates and directs our behaviour
to achieve selected goals. People with approximately the same ability do not achieve the
same performance, mainly due to the impact of motivation. The research is determing
that employees of the minicipal administration Velenje are primary motivated by
intangible motivational factors. They evaluated career development as most important
motivation factor.
Internationally, the motivation of the employees in the different municipal administrations
doesn't vary significantly. It can be noticed that in the states where the financial economy
is bad, employees are highly motivated by finances. Vice versa, in countries with higher
standards and better economy, employees are largely motivated by intangible factors.
Important contribution and key to the motivation are also the superiors, whose activities
have big impact on employees and are directing them towards the realization of setted
goals.
