The aim of the article is to point at the meaning and power of changes taking place in a certain policy context. Theoretical dimensions of the mentioned (policy) changes will be applied to the practical example through the 'inter-temporal' analysis of action of the most strategic policy sector of particular state - telecommunication. The basic objective is to show the ways the Slovenian telecommunication sector functioned in the last decade, and the policy changes which took place within it. The text is divided into two parts,the first presenting theoretical views on telecommunication policy, its development at the national level (the case of Slovenia) and at the level of EU, and key dimensions of changes in the sector; and the second part analysing and connecting theoretical and practical findings within the research topic, using the concept of policy network. The following hypothesis is verified by using policy analytical approach or the concept of policy network from the theory of policy analysis: 'In the context of Slovenian telecommunication sector there are various different types of (policy) changes and specificity of a particular type depends on the content of the change'. In doing this, the secondary analysis of the available sources from the field of policy analysis, network and telecommunication, data available onthe web-sites, and in-depth interviews with the actors who have an insight into the sector's functioning, are used as well.
