The article deals with the issue of terrorism in the global area. The author seeks to identify areas, which help to understand the phenomenon of terrorism and to effectively cope with it. Particular attention is focused upon the factthat after thirty years and countless efforts in this area there is still no generally agreed definition of terrorism. The author is further researchingthe psychological and social background, profile and justificationsof terrorists and social causes of global terrorism. The articlepresents several potential ways to confront terrorism: in this vein, military and unilateral approach to global terrorism is one of the available choices, although it is absolutely not consistent with the achieved fundamental values (human rights) in the world. At the same time it representsquite a great risk of stirring up and defusing only more hatred and fear in the world, increasing racist and xenophobic feelings of all kinds and further promoting the growth of the terrorist networks of fanatics, who may gain access to even more horrendous weapons. The struggle against terrorism requires more than just eliminating organised terrorist networks and providinghumanitarian aim. What is needed is a movement for global justice andlegitimacy, aimed at establishing and extending the rule of law in place ofwar and at fostering understanding between many polities in the world instead of terror.
