In today’s global logistics environment, the transport of goods is one of the key drivers of the economy. Due to the increasing internationalization of trade, large quantities of goods are transported daily along various routes using different modes of transport. Logistics chains are thus becoming increasingly complex, as they involve numerous participants, such as manufacturers, freight forwarders, carriers, warehouses, and final recipients. The transport of dangerous goods poses a particular challenge within logistics processes, as these goods, due to their physical, chemical, or biological properties, can pose a risk to people, the environment, and property. When handling hazardous substances, it is essential to strictly adhere to safety standards and applicable legislation.
The international transport of dangerous goods by road is governed by the European Agreement concerning the International Carriage of Dangerous Goods by Road (ADR), which sets out the conditions for the safe transport of hazardous substances. The agreement includes rules regarding the classification of hazardous substances, packaging requirements, the labeling of goods and vehicles, and the qualifications required of drivers and other participants in the transport process. Its primary purpose is to reduce the risks that may arise during the transport of dangerous goods and to ensure uniform safety standards in international road transport.
Freight forwarding plays a key role in the organization of transport processes and is a vital component of the logistics chain. As an expert in transport organization, the freight forwarder is responsible for planning, coordinating, and supervising the logistics activities involved in moving goods from the shipper to the consignee. Their tasks include selecting the most appropriate mode of transport, organizing the shipment, preparing and verifying the necessary documentation, communicating with participants in the transport chain, and ensuring that all procedures are carried out in accordance with applicable laws.
This thesis presents the role of the freight forwarder in logistics processes, with an emphasis on the organization of storage and transport of dangerous goods by road. It examines the legal regulations governing the transport of dangerous goods, within the framework of which the ADR Agreement will be presented as the fundamental international legal instrument in the field of dangerous goods transport.
The responsibilities of individual participants in the transport chain, such as the consignor, carrier and consignee of goods, are presented in greater detail, together with the requirements concerning packaging, marking, labeling and documentation when transporting of dangerous goods.
