The thesis addresses the changing representation of women in public administration, with a focus on administrative units between 2016 and 2023. Despite gender equality legislation, disparities in leadership positions persist. The purpose of the research is to analyze the current situation and identify the reasons behind existing inequalities. The research showed that women consistently represented the majority of employees in administrative units in Slovenia between 2016 and 2023. However, regional differences and challenges in career advancement to leadership positions remain. The data indicate gradual improvements in gender equality, but systemic barriers are still present. This work contributes to a better understanding of gender structure in public administration and supports the development of more targeted gender equality policies. The findings are useful for human resource planning, creating measures to promote women into leadership roles, and reducing regional disparities within the public sector.
