The subject of this thesis is public procurement in healthcare, which is a relevant topic today. The purpose of the thesis is to study the field of public procurement in healthcare. This purpose will be achieved through the realization of the following objectives: presenting the legislative framework in the field of public procurement in the Republic of Slovenia and the Slovenian public procurement system, as well as its key legalities in connection with the practice of public procurement in public healthcare, analyzing the internal organization of public healthcare institutions that act as procurers, analyzing public procurement procedures for construction, goods, and services carried out by procurers in healthcare, reviewing typical public procurement procedures and examining the appeals filed against the actions of public procurers in the healthcare sector.
The aim of the thesis is to provide a precise and objective depiction of public procurement in healthcare. Using an analytical method, selected procurement procedures in healthcare are presented. In conducting the review of public procurement procedures, data from the public procurement portal, the portal for reporting payments for public procurement, contracting authorities' decisions, and decisions of the State Review Commission for the Revision of Public Procurement Procedures were analyzed.
The thesis discusses challenges in healthcare procurement, including the complexity of tenders, lengthy procedures, and frequent unsuccessful outcomes due to either non-selection of suppliers or annulments following review processes. It also offers insight into the reasons for annulments of tenders through findings arising from the practice of the State Review Commission.
