The thesis deals with the planning aspect of public investment projects, focusing on cost-benefit analysis. The analysis of costs and benefits enables the investor to review the financial and economic impacts of the project. For public investors, it is crucial that projects bring social and economic benefits that contribute to improving the quality of life of residents and the wider society. This is also called economic effects. The aim of the thesis is to study the process of making a cost-benefit analysis and to carefully study the process of evaluating economic effects on the example of a specific investment project.
Legislation and professional literature in the field of investment projects were analyzed for research. A case study was also prepared for a concrete investment project - Construction of a bridge for pedestrians and cyclists over the Sava River in Krško. Data for the study was drawn from the Investment Program document for this project. The content of the document was analyzed, especially the cost-benefit analysis, and compared with existing guidelines, recommendations and legislation in this area. The method of synthesis and the method of deduction were used.
It was established that in the evaluation of economic effects, it is necessary to follow predetermined methods that allow accurate and justified evaluation. At the same time, following these methods prevents overinflating the estimate of economic effects in order to justify the implementation of the investment project. Based on the case study of the investment project of the construction of a bridge for pedestrians and cyclists over the Sava River in Krško, I concluded by comparison that the economic effect of "health of citizens" may have been overestimated.
The exposed methods can help raise awareness among public investors to more accurately assess economic effects and prevent similar problems in their evaluation.
