Abstract
Vsaka organizacija je lahko uspešna in učinkovita, a le če se dobro zaveda in je zmožna zaznati vsakršne spremembe, se prilagoditi okolju in uporabnikom ter tudi nenehno izboljševati. S ključnim vprašanjem, ki se postavlja, ali organizacija posluje uspešno in učinkovito med delovnim procesom ter ali dosega zastavljene cilje, se ukvarja veda analiza poslovanja. Na splošno analiziramo s ciljem, da preverimo, v kolikšni meri je organizacija dosegla zastavljene cilje. Diplomsko delo sestavljata teoretični in empirični del, ki vsebuje študijo primera na konkretnem primeru javnega zavoda Zavod za pokojninsko in invalidsko zavarovanje Slovenije. Na podlagi domače in tuje literature so predstavljeni pojmi učinkovitosti in uspešnosti, javni sektor, javni zavodi, kazalniki merjenja učinkovitosti in uspešnosti ter pojem analize poslovanja. Diplomsko delo bo analiziralo preteklo poslovanje zavoda v letih od 2018 do 2021, ki se bo ugotavljalo s pomočjo različnih kazalnikov učinkovitosti in uspešnosti. Empirični del izkazuje, da je Zavod v obdobju štirih let dosegel vse zastavljene cilje tako na področju financ kot na področju poslanstva Zavoda. Zavod je posloval gospodarno in donosno ter zagotavljal produktivnost. Leta 2021 je bila stopnja produktivnosti najvišja. Tako prihodki kot odhodki so bili v celoti realizirani. Ugotovitve raziskovalnega dela so namenjene širši javnosti za večjo transparentnost delovanja organizacije ter tudi sami organizaciji pri usklajevanju in izboljšanju svojega dela. Raziskava bi se lahko nadgradila s primerjavo z drugimi državami ter vpogledom v sistem pokojninskih in invalidskih zavarovanj drugje.

Title:Business efficiency and effectiveness analysis of the selected public institute
Abstract:
Any organization can be successful and efficient but only if it is well aware of and able to detect any changes that occur during the work process, adapt to the environment and users, and constantly improve based on this. Business analysis deals with the key question that arises as to whether the organization does business successfully and efficiently during the work process and whether it achieves the set goals. In general, we analyze to check whether the organization has achieved the set goals and to what extent they have been implemented. The thesis consists of a theoretical and an empirical part, which includes a case study on a specific example of the public institution, the Pension and Disability Insurance Institute of Slovenia. Based on domestic and foreign literature, the concepts of efficiency and effectiveness, the public sector, public institutions, indicators of measuring efficiency and effectiveness, and the concept of business analysis are presented. The thesis analyzes the past performance of the institute from 2018 to 2021, which will be assessed using various indicators of efficiency and effectiveness. The empirical part demonstrates that the Institute achieved all set objectives in the four-year period, both in terms of finances and the mission of the Institute. The Institute operated economically and profitably while ensuring productivity. In 2021, productivity reached its highest level. Both revenues and expenses were fully realized. The findings of the research are intended for the general public to increase transparency in the organization's operations, as well as for the organization itself in coordinating and improving its work. Further analysis could be enhanced by comparing with other countries and examining how the pension and disability insurance system is structured elsewhere.
