Social welfare programs are designed with the aim of preventing and addressing the social challenges faced by individuals and families. They are implemented in various ways, with the collaboration of public institutions, humanitarian centers, and non-governmental organizations playing a crucial role in improving the situation of socially vulnerable groups. The thesis focuses on examining the need for establishing a new public institution. The methodology includes an analysis of social welfare programs in the City Municipality of Nova Gorica, including the analysis of an existing public institution as a case study of best practices, its implementation, and an online survey among residents and program implementers to determine current needs and satisfaction. An in-depth study of a successful public institution highlights improvements in the efficiency and quality of services. Meanwhile, a SWOT analysis evaluates the strengths, weaknesses, opportunities, and threats associated with the potential establishment of a new institution. An important aspect of the thesis is assessing the impact of establishing a public institution on the local community. We have determined that establishing a municipal public institution for social welfare activities in the City Municipality of Nova Gorica would represent a meaningful and necessary solution. This would ensure the stable implementation of programs for socially vulnerable individuals and families, and contribute to greater transparency, recognition, and expertise in the field of social welfare programs. Based on the research results, the thesis can contribute to the formulation of clear guidelines for establishing a public institution for social welfare activities, thereby enhancing the quality of life and well-being in society and establishing effective collaboration with various stakeholders such as local authorities, non-governmental organizations, and civil society.
