Despite previous plans of developing digital services in public libraries, the COVID-19 pandemic has accelerated this development. The purpose of the diploma seminar is to identify this impact on the development of digital services, especially on the organization of virtual programs in public libraries and how virtual programs could continue to develop despite lifting the restrictions and reopening of public libraries. We answered the research questions by reviewing the literature and with SWOT analysis, for which we divided online events into categories, and then analyzed their strengths, weaknesses, opportunities and threats for each of them. We found that the COVID-19 pandemic affected the faster development and organization of digital services and virtual programs of public libraries, and we also identified some problems in organizing virtual programs as well as solutions to these problems. In addition, we found examples of best practices of virtual programs from public libraries around the world that can be used as new ideas by other public libraries. We also recognized that each type of virtual program has its own specifics that need to be considered when planning virtual programs.
