The master's thesis titled Position of agencies as regulators presents the history of agencies and the process of agencification as a transmission of competence from state to independent regulators. The developement of agencies is connected with the concept of regulatory state which substituted the state interventionism. In Slovenia the field of agencies is regulated by the Public Agencies Act, which defines it as an entity of public law to perform regulatory, development and expert tasks that are in the public interest. Public agencies are autonomous and independent from politics, but still offer a high degree of professiononalism, legitimacy at decision making and user orientation on specific fields. Later in the master's thesis the author primarily focuses on regulatory tasks of public agencies in Slovenia. On the basis of regulatory tasks the agency with public power issues general acts for enforcing public power and administrative acts. Lastly the author tests the implementation of previously mentioned tasks on actual regulatory public agencies in Slovenia.
