The main purpose of this thesis is to present the communication of administrative units (AU) and legal bases which are represented in the normal course of business in administrative proceedings and which have had an impact on AU communication during the covid-19 epidemic. I also wanted to analyze the problems that arose due to the adapted operation of the AU in practice, to draw attention to the relavant factors considered topic for legality and efficiency of administrative operations and to propose concrate solutions for the better future work AU. The resons for the chosen topic of the thesis was hidden in my wish after the detailedl research of an extraordinary, unknown situations about which not much has been written yet.
The objectives of the diploma work were achived on the basis of secondary research. Within comparative analyzes of the communication betwen AU Žalec and AU Celje during the epidemic, I was in the empirical part, with help of statistic data, survey questionnare, interview and own perceptions studied the hypotheses relating to the adjusted simplified operation of the AU during the covid-19 epidemic.
The results of research showed that business of both AUs was successful during the epidemic, in terms of investment applications, delivery service and deadlines, however, problems arose despite the simplification of the rules. Notice it, yes when serving without a secure electronic mailbox (VEP) there were no mayor system errors so I did hypothesis set out in this part of the certificate. I think this would be the way of electronic service in accordance with the principle of proportionality, and it should also be used in normal administrative work.
