This diploma thesis presents the operation of frequency control. It describes the conditions and data analysis for providers of frequency control services. There is also a presentation of program which checks the adequacy of the data, that the balancing service provider sends to the transmission system operator for the manual Frequency Restoration Reserve. I made it as a part of work experience in the company ELES. At the beginning of the diploma thesis it is defined the Slovenian power system together with system service and all three levels of frequency control for easier and better understanding. The task of the system operator is to constantly ensure the stable operation of the network, which we call frequency control. To do this, it needs to ensure a set of units, which can help to maintain balance by adjusting production or consumption. In order to be useful, the participating units must meet the requirements, set out in the transmission system operating instructions. The whole process starts with submitted request for participation and verifying the technical capability. System operator also needs to check adequacy of information and communication technologies. If all of the conditions are fulfilled, balancing service provider can participate in the auction. There system operator determines whether the offer is appropriate, based on the price and his timestamp. Auction performance for the providers means participation in the balancing market. But this is still not the end of all provider's obligations to the operator. Provider must always respond to activation request in accordance with time and power range requirements. The system operator must always check providers. Doing so, he can determine the adequacy of the operation and pay activations. Program presented in the diploma thesis analyses data, that the tertiary regulation provider sends to the transmission network operator. Based on the data analysis, the operator then determines whether the analysed data is correct and the presented activations of the technical units are in accordance with the activation of the entire control group. It is created in the Python software environment and serves for the analysis of archival data and their further comparison with the measurement values.
