The Slovene media must be registered in the Media register, kept by the Ministry of Culture
of the Republic of Slovenia. The obligation for registering a new medium, the conditions
needed to be met and the procedure are defined by the Media Act and the Rules on
management and the Procedure for registration and the transmission of data from the
media.
The purpose of the diploma thesis is to study the registration process as well as find out
the legalities, conditions and other characteristics of media entry in the Media register.
Specifically, we will look at the registration of the DelajZame medium, enrolled under the
serial number 1762.
The law is about to change in the near future. The draft has already gone through public
hearing and is changing the definition of media and the registration process. If the
proposed amendments will be accepted, the registration into the Media register will only
remain an administrative obligation. The Ministry of Culture will manage the Media register
just as an official record in which it will collect, manage and process media data for the
purpose of monitoring and ensuring transparency. Essential information will include
information on media owners and related stakeholders.
The change makes sense, as it will ensure up-to-date information in the Media register,
while emphasizing the importance of a proprietary structure that has a strong impact on
the work and independence of each medium.
After reviewing all registration steps, I found that the registration itself in the Media
register is a strictly prescribed procedure that does not allow mistakes, while the
management of it is unreliable and allows data to be out-to-date without consequences.
Considering this, I can say with certainty, that changes to the law are necessary and
reasonable. Since the proposed law is in the admission stage, it is difficult to predict
whether the desired changes will make it in, but they will certainly relieve stakeholders
who need to register a medium and the body that manages the Media register.
