Local self-government had a very complex, diverse and difficult development in the Slovenian territory due to a long interruption of the traditional regulation of the local level, which made it difficult for Slovenian leadership to establish a new local government in the independent Republic of Slovenia. With the adoption of the European Charter of Local Self-Government, a second level of local self-government should have been established, but this has not been done to date. The key reason for this lies in the conservative policy of the Slovenian leadership, which wants to keep all the power. This is not in accordance with the principles of the signed charter, which, in addition to establishing provinces, requires the implementation of the principle of subsidiarity, according to which the government should give influence over the local level. In a time of globalization, technological progress, Slovenia has a tendency to limit municipalities and diminish their autonomy, instead of following the social flow and increasing the power of local units, thus facilitating a favorable economic climate.
