Strokovne podlage za izvajanje zemljiške politike v občini Sežana : diplomska naloga

Abstract
Zakon o urejanju prostora (ZUreP–2), ki je stopil v uporabo 1. 6. 2018, poudarja strokovne podlage, ki naj bi služile pri odločanju na področju urejanja prostora. Uvaja elaborat ekonomike pri prostorskih aktih, načrt preskrbe z zemljišči, na novo opredeljuje ukrepe zemljiške politike in tudi finančna sredstva za izvedbo ukrepov zemljiške politike. V ta namen so v diplomski nalogi izvedene nekatere analize, ki lahko služijo kot strokovna podlaga za oblikovanje zemljiške politike, in sicer v občini Sežana. Predstavljen je trenutno veljaven prostorski akt občine, občinski prostorski načrt. Opravljena je analiza trga stanovanjskih hiš, stanovanj in nezazidanih stavbnih zemljišč za obdobje 2007–2018. Na obravnavanem območju je izvedena tudi analiza števila in vrste izdanih gradbenih dovoljenj za obdobje 2011–2014. Nazadnje je prikazana opremljenost posameznih naselij s komunalno infrastrukturo ter informativni izračun komunalnega prispevka. Stroški komunalne opreme se odmerijo glede na dejansko opremljenost objekta s posamezno vrsto komunalne opreme. Ugotovljeno je bilo, da se na obravnavanem območju pojavljajo območja neorganizirane gradnje, ki so posledica neustrezno planiranih površin v preteklosti. Trg z nepremičninami je v občini Sežana precej aktiven, rezultati analize kažejo, da je bilo prodanih največ nezazidanih stavbnih zemljišč. Opremljenost s komunalno opremo oziroma višina komunalnega prispevka ne igra bistvene vloge pri odločanju investitorjev za gradnjo, predpostavljamo lahko, da se investitorji za lokacijo svoje investicije odločajo na podlagi drugih meril.

Title:Expert bases for implementation of land policy in the municipality of Sežana : graduation thesis
Abstract:
The Spatial Planning Act (ZUreP–2), which entered into force on June 1, 2018, emphasizes the technical basis to be used in decisions from the field of spatial planning. It presents an elaborate on economics in spatial acts, a plan of land supply, it redefines provisions of land policy and financial measures for implementing them. For that purpose, the present thesis contains some analysis, which serve as a technical basis for land politics definition, in particularly in the Sežana municipality. The currently valid spatial planning act of the municipality, the municipal spatial plan is presented. An analysis of the real estate market – residential houses, apartments and vacant building land has been carried out for the period 2007–2018. In addition, also an analysis of the number and type of building permits issued in the period 2011–2014 has been carried out for the area of the municipality. At the end, the existing public utility infrastructure within settlements is shown, as well as the informative calculation of building land development fee. The cost of the utility equipment is measured according to the actual equipment of the facility with a particular type of utility equipment. It has been shown that areas of unorganized buildings appear in the examined area as result of inadequately planned plots in the past. The real estate market is quite active in Sežana. The analysis results show that in majority vacant building plots were sold. Municipal infrastructure and the amount of public utility fees is not decisive for investors when deciding for construction, we could say that other criteria are important for them in their decisions for investments.
