The Spatial Planning Act (ZUreP–2), which entered into force on June 1, 2018, emphasizes the technical basis to be used in decisions from the field of spatial planning. It presents an elaborate on economics in spatial acts, a plan of land supply, it redefines provisions of land policy and financial measures for implementing them. For that purpose, the present thesis contains some analysis, which serve as a technical basis for land politics definition, in particularly in the Sežana municipality. The currently valid spatial planning act of the municipality, the municipal spatial plan is presented. An analysis of the real estate market – residential houses, apartments and vacant building land has been carried out for the period 2007–2018. In addition, also an analysis of the number and type of building permits issued in the period 2011–2014 has been carried out for the area of the municipality. At the end, the existing public utility infrastructure within settlements is shown, as well as the informative calculation of building land development fee. The cost of the utility equipment is measured according to the actual equipment of the facility with a particular type of utility equipment. It has been shown that areas of unorganized buildings appear in the examined area as result of inadequately planned plots in the past. The real estate market is quite active in Sežana. The analysis results show that in majority vacant building plots were sold. Municipal infrastructure and the amount of public utility fees is not decisive for investors when deciding for construction, we could say that other criteria are important for them in their decisions for investments.
