Abstract
Politizacija visokih javnih uslužbencev na najvišje položaje je nekakšna oblika političnega kadrovanja bi lahko dejali. Direktorji občinskih uprav so visoki javni uslužbenci, ki so na ta položaj imenovani s strani župana, ki pa je politični funkcionar in ima to moč, da to tudi stori. Politizacija se pojavlja na vseh nivojih upravljanja, lokalnem, nacionalnem in tudi nadnacionalnem nivoju. Največkrat ima pojem politizacija negativen prizvok saj takoj pomislimo, da gre pri tem za uveljavljanje nekaterih političnih interesov. Avtor v diplomskem delu raziskuje prisotnost politizacije v občinskih upravah slovenskih občin. Predvsem ga zanima kako se politizacija kaže in v kolikšni meri je prisotna. S pomočjo poglobljenih intervjujev in hipotetičnih vprašalnikov je ugotovil, da politizacija ni prisotna pri kadrovanju na položaj direktorja občinske uprave in da se na ta položaj kadruje predvsem posameznike, ki so usposobljeni, imajo znanje in kompetence za ta položaj. Politizacijo vsi intervjuvanci ocenjujejo kot nekaj zelo negativnega in spornega in opozarjajo, da je pomembna zavest o delovanju v korist javnega interesa in javnih potreb saj je to ključno pri opravljanju njihovih funkcij.

Title:Politicization of municipal administrations: the case of Slovenian municipalities
Abstract:
Politicization of the high-ranking civil servants at the highest positions is a kind of a form of political recruitment we could say. The directors of the municipal administrations are senior civil servants, who are in this position may be designated by the mayor, who is a politician official and has the power to do so. Politicization occurs at every level of governance, local, national and even transnational level. Most often has the notion of negative overtones because immediately given that it comes with topics for the exercise of certain political interests. The author of the diploma work researches the presence of politicisation in the municipal administrations of Slovenian municipalities. In particular, he is interested in how the politicization shows and the extent to which it is present. Through in-depth interviews and hypothetical questionnaires, the author found out that politicization is not present in the set up to the position of director of municipal administration, and that this position is setted up especially individuals who are trained, have skills and competences for this position. The interviewees assessed politicization as something very negative and controversial and draw attention to the important awareness of the functioning of the in favour of the public interest and public needs as this is crucial in the performance of their functions.
