This thesis focuses on the rest areas on highways and expressways that are not being leased by DARS. The possibility of a temporary closure in the winter for all traffic is analyzed in order to realize certain savings due to the optimization of the winter service. In the introductory chapters, the compliance of implementation of the proposed scenario with Slovenian legislation and various documents of some other European countries is verified. Thereinafter, the current situation of the considered rest areas is analyzed in terms of parking capacities, distances between the rest areas and traffic volumes. In addition, a research has been carried out using the method of cross-section traffic measurements, which, in combination with the obtained data on traffic loads, enabled the determination of the calculation value of all vehicle stops at the considered rest areas in the winter. Determining the duration of the proposed closure also required a more detailed overview of winter conditions. The concluding part presents the positive and negative effects of implementing the proposed project. The most important one is the economic effect in the form of annual savings for the operating company, while the fictitious price of one vehicle stop in the winter has also been calculated (in case of existing extent of the winter service) for easier decision-making regarding the feasibility of execution. Qualitative aspects are also addressed, in particular the impacts on the comfort and safety of users, where the importance of unleased rest areas for freight transport has also been shown.
