Abstract
V Republiki Sloveniji velja, da je pokojninsko zavarovanje ena temeljnih pravic podsistemov socialne varnosti in oblik zavarovanja, s pomočjo katerega se osebam, ki so bile v delovnem razmerju, omogoča dohodkovno varnost tudi v starosti. Pravico do socialne varnosti imamo tako zapisano tudi v Ustavi Republike Slovenije. Skozi zgodovino se je sistem pokojninskega in invalidskega zavarovanja na Slovenskem kar nekajkrat spremenil. Zadnja reforma iz leta 2012 je prinesla kar nekaj sprememb na tem področju, s katerimi so skušali snovalci zakona zaustaviti hitro rast števila upokojencev in s tem zagotoviti dolgoročno vzdržnost pokojninskega sistema. V magistrskem delu je raziskan vpliv sprejete reforme na rast števila upokojencev ter s tem povezano zviševanje števila oseb, ki ostajajo v delovnem razmerju, kot tudi prihodkov in odhodkov ZPIZ. Vezano na demografske spremembe je bilo povsem pričakovano, da se prihodki in odhodki ZPIZ iz leta v leto povečujejo, kar bo v prihodnosti zagotovo velik izziv za prilagoditev sistema socialne varnosti. V skladu z zapisanim je bila v okviru magistrskega dela izvedena tudi primerjava slovenskega pokojninskega sistema s švedskim pokojninskim sistemom, kjer analize kažejo, da je njihov sistem dolgoročno bolj prilagodljiv demografskim spremembam. Hkrati so bile opravljene tudi analize nekaterih drugih pokojninskih sistemov na področju hkratnega opravljanja dela in prejemanja pokojnine. Izkazalo se je, da je slovenski pokojninski sistem na tem področju dokaj restriktiven. Dejstva tako govorijo v prid celoviti ureditvi pokojninskega sistema v Sloveniji.

Title:FINANCING AND THE FINANCIAL SUSTAINABILITY OF THE PENSION SYSTEM
Abstract:
In the Republic of Slovenia pension insurance is considered to be a form of insurance and one of the fundamental rights of the social security subsystems, by means of which persons who have been in an employment relationship provide income security for themselves in old age. The right to social security is also stated in the Constitution of the Republic of Slovenia. Historically, the system of pension and disability insurance in Slovenia has changed several times. The last reform of 2012 brought a number of changes in this area, with which the lawmakers tried to halt the rapid growth in the number of pensioners, thus ensuring the long-term sustainability of the pension system. The master's thesis examines the impact of the adopted reform on the growth of the number of pensioners and the associated increase in the number of persons who remain in employment, as well as the revenues and expenses of the Pension and Disability Insurance Institute of Slovenia (ZPIZ). Regarding demographic changes, it was absolutely expected that ZPIZ's revenues and expenses will increase from year to year, which will certainly be a great challenge for the adjustment of the social security system in the future. In accordance with the above, a comparison of the Slovenian pension system with the Swedish pension system was carried out, within the framework of the master's thesis, where analyses show that the Swedish system is more adaptable to demographic changes in the long run. At the same time, some other pension systems were analysed in the field of doing work, while receiving a pension. It turned out that the Slovenian pension system in this field is fairly restrictive. The facts thus speak in favor of a comprehensive arrangement of the pension system in Slovenia.
